Third Mayoral Summit of the Keelung-Taipei-New Taipei-Taoyuan Regional Cooperation Platform; Mayor Chang: “Four Cities Speaking as One Have a Stronger Voice”

Taoyuan Mayor Chang San-Cheng attended the third mayoral summit of the Keelung-Taipei-New Taipei-Taoyuan Regional Cooperation Platform in Keelung City on the afternoon of July 23. During the meeting, Mayor Chang emphasized that the four cities have established a solid foundation for collaboration in critical areas, including MRT development, education, and transportation policy. He pointed to the TPASS monthly commuter pass, which was jointly launched by all four municipalities, as an example of a widely praised regional initiative. Taoyuan has worked closely with New Taipei on extending the Sanying MRT Line to Bade District, and has also engaged in robust exchanges with the other cities in education and tourism. These joint efforts are steadily realizing the vision of a shared metropolitan living circle, allowing residents to experience the benefits and convenience of intercity cooperation truly.


Mayor Chang also addressed safety concerns surrounding factory and warehouse fires. He noted that Taoyuan has comprehensively reviewed its fire safety practices and amended the Taoyuan City Fire Prevention Self-Governance Ordinance. In addition, the city has actively called on the central government to revise the Factory Management and Guidance Act and the Fire Services Act to improve oversight of hazardous materials in industrial and storage facilities. These measures could also help reduce safety risks in similar facilities across Keelung and Greater Taipei.


“Speaking with one voice may be heard, but when four cities speak together, the message is much stronger,” Mayor Chang remarked. “When we speak as one, both the central government and other municipalities are more likely to listen and take local concerns seriously.” He stressed the importance of continued unity and mutual learning in tackling shared regional challenges. By pooling local efforts, the four cities aim to secure more central resources and build a more convenient, safe, and sustainable metropolitan region.
